Local Cycling and Walking Infrastructure Plans (LCWIP) Development
LCWIP’s are a strategic approach to identify cycling and walking improvements required at a local level enabling a long term approach to developing cycling and walking networks and to increase the number of trips made on foot or by bike.
Blackburn with Darwen Borough Council have developed their LCWIP into 3 defined phases.
Phase 1 – Determining scope and Information Gathering as reported within the LCWIP Baseline Report
Phase 2 – Evidence Review and Network Development as reported in the Blackburn and Darwen Network Planning Reports
Phase 3 – Development of Network Priorities.
The Phase 3 was approved by the Council’s Exec Board on 7th Dec 2023 and prioritises the walking and cycling routes identified at the network planning stage towards delivery of a comprehensive and cohesive active travel network for Blackburn with Darwen. High priority schemes are to be progressed through feasibility and design to provide ‘shovel ready’ schemes in readiness for future funding opportunities. The route prioritisation will be periodically reviewed and updated.
The Leeds & Liverpool Canal corridor has been identified as an early priority for further development as part of the LCWIP development proposals with opportunities to improve access and connectivity considered within the following study.
