Electric Vehicles

Blackburn with Darwen Borough Council recognises the significant benefits of Electric Vehicles (EV), particularly in relation to air quality and public health, and that usage of electric vehicles by residents is increasing.

As such, we have recently adopted a joint EV Infrastructure Strategy with Lancashire County Council. The strategy sets out our proposed approach to delivering a step-change in electric vehicle charge point infrastructure across the borough (ensuring provision of around 260 charge points by 2026, and over 800 by 2030). This will support the Governments commitment to end the sale of new petrol and diesel petrol and diesel vehicles by 2030, and that all new cars and vans will be required to be fully zero emission at the tailpipe by 2035.

BwD EV Strategy

In order to accelerate local charge point rollout and deliver on the needs identified within the EV Infrastructure Strategy, Blackburn with Darwen Borough Council is to receive £1.6m of capital and £360k of capability funding under the UK Government’s Local Electric Vehicle Infrastructure Fund. This will help us to scale up the delivery of local EV charge points, enabling more residents, especially those without off-street parking to switch to EV’s.

Existing provision

Council carparks with 22kWh EV charge points in the borough:

7kWh EV charge point:

Fielden Street Multi-Storey Car Park, Blackburn BB2 1LQ

The current tariff (effective from 1st July 2023) for EV charging is 44p per kWh, plus a charge of 25p per transaction. Parking is free on the surface car parks whilst the vehicle is charging in the signed bay. Maximum stay 4 hours.

Feilden St and the Undercroft car parks are not included in the ‘free parking’ offer.

Electric vehicle cable channel

We are installing electric vehicle (EV) cable channels on footways across the borough. This is to make on-street EV charging safer for households without off-street parking. The cable channels sit flush with the surface of the pavement. This is to minimise the risk of trip hazards and hindrance to wheelchair users or prams.

The design lets you put a cable into the channel while the car is connected to the home charge point. You then remove it once the charging session is complete.
